In here are rooms to house most of the sevants that would run the Citadel. Two large and well equiped kitchens are in the bowels of the fortress, while blacksmithies and other services are above.
There are stables in the outer grounds, and guest rooms above, as well as plenty of rooms that seem to have very little purpose of their own, used when needs be, rather than having a specific funtion.
